I was out today in Jasper Co. using an orange 1/32 oz. tungsten jig with 2 wax worms. Mostly catching 8" bluegills and one big gill at 9.5".

There are a few things to consider when targeting panfish. As far as tackle a size 3 or 4 tungsten fiskas jig is right at the top IMO. Color is purely preference based on experimenting, but gold metallic is hard to go wrong with. Top this with a couple of spikes and your good to go.
It is important to use a light invisible line (2lb fluorocarbon) and a sensitive pole with a good backbone (spring bobbers can be used on any basic ice fishing pole to help with this)
That's my 2 cents

Don't be afraid to start aggressive, with a small spoon like the Northland Frostee Spoon.  Firetiger is my favorite pattern. It catches every species for me.  Jigs would be the best choice overall, though, for panfish.
