Ron, here's the Vermont Law from the link on that page:

(b) A person holding a New York fishing license may take fish from the Vermont portion of Lake Champlain provided the state of New York grants the right to fish in the New York portion of the lake to a person holding a Vermont fishing license. In this case, a person holding a New York license may take fish in the Vermont portion of the lake in accordance with rules adopted under this part and shall be fined pursuant to section 4515 of this title for violation of the rules while fishing in the Vermont portion of the lake. In this section, the Vermont portion of Lake Champlain means the portion of Lake Champlain which lies within Vermont waters up to the mouth of any tributary river or stream, and shall not include any waters on the east side of the railroad fills at Malletts Bay, the Gut, and Pelots Point.

My understanding is that you have to follow VT regs in VT waters, as long as you don't have undersized fish or over the limit, out of season, etc., you should be OK.

I  think you may be  incorrect  sorry  if  you  come  off the  ice  in Vermont  I think you need a  Vermont  licence .... you  best  bet  would  be  to call the  Vermont  DEC  or  what  ever  they are  called

maybe  a  time  or  two  ... way I see it a  phone  call is  free  a ticket  is a  couple  bills  and   it's not you guys  but the  poor  guy asking a  question .....  i'd  call the  Vermont's  DEC  ....  your only  saying  it's ok   because  you haven't been  ticketed  not  because  you know it's legal ...big  difference

phone  call  don't hurt  one  way or the  other

There is a specific zone on Lake Champlain for reciprocal licenses.  If you are fishing in that area, you are legal with either license.  Doesn't matter how u got there.  That's how the us fish and wildlife guy that last checked me explained it.
