Tried it today, got a few but ran into schools of perch and after 3 hours only had a few smelt.  Not having a shanty also kinda puts a dent on the situation in 10 degree+ super windy day. :unsure:

You can get smelt almost anywhere on the Waterbury Reservoir. Halfway up the water column is a good place to start

pounded about 400 hundred smelt out of joes so far this year most at the launch but was catching them out in the middle too.  there most active right after sunrise and right before sunset but if u start catching them dont stop fishing otherwise they sometimes leave.
