Did you take the gas tank right off? If its like mine, there is a 2 sided theaded bolt where the nut was that holds the  gas tank on. I hope this helps.

yeah get rid of the gas tank and there should be two bolts that hold the shroud on take that off and its right there, warning be careful those springs over time get fragile and are hard to find, put the best cord you can get in your area on it just dont go to big, good lick

how often do u replace the spark plug on these beasts?
i got a new jiffy and what a pain to start... once it gets past -20 it would take 15 pulls.
my old eskimo -40 one or 2 pulls no matter what.

i've worked on these and other small engines for years, sounds like you need to reset your carb or rebuild, it's not alwaye the plug,

I replace the plug every year . Why not they are cheap. Mine starts good even after 8 years.
I use regular gas and mix it a little leaner than 24:1. Starting has never been a problem. Over the years I have replaced the gas cap once , replaced the pull rope and that's about it. Always use fresh gas to start the new season. Do not use premium or any gas with alcohol in it. They hate that! I have put a few drops of fuel stabilizer and or injector cleaner in every third tankful.
This may not be neccesary but it doesnt hurt.
Old fishermen never die, they just smell that way.
