Sounds like a jet hole is clogged up=snowblowers and lawnmowers do that surging once in a while. Take out the jet(s) and find a piece of stranded copper wire and seperate off a piece that is about 4" long and poke it into the hole easily. Re-insert the jets back to 1 turn out from bottom (Turn in real easy no to ruin the seat or jet) Once it stops then back it out 1 turn and start it up and see what happens.

When cleaning the jets I would screw them in carefully counting rotations before backing them out. When you replace bottom them out than back off what you counted earlier.

sounds like the spring is the wrong size or wrong tention.  The next step is do what I did,  throw into the shed and buy something other then Strike Master.

does yours have a fast idle screw? mine's a lazermag express. it's got a slow speed idle screw and a high speed screw. the more you open it up, the faster it goes.
