One should use them both.
A tip up acts as a nice dead stick and the jigging draws em in.
Also allows for you to cover the ground you need to.
Many guys use the tip downs near their jigging sites and do well on the pan fish.
Oil em up before the season!

I definately think tip ups are the way to go for bruiser fish.  In saying that, you can catch good fish on a jigging presentation, but I have yet to catch or see a pike over 15 lbs come on a jigging presentation.  I would say if your interested in numbers jigging might be the answer.  Punch lots of holes, fish aggressive and wack the active fish.  If your after the bigger fish in the system I believe tip ups are the way to go.

I'm a diehard tip-up user.  Set it and forget it, not to be taken literally.  :P
I'm always targeting Pike and Walleye's, but if I catch a school of gills on my aqua-vu, I'll blow the dust off my jig pole.

We can use six lines on most lakes. Most of the time I should say I am fishing for Walleyes. I will usually start out by drilling area out before light maybe 12 holes if I am by myself from shallow to deep. I will then put five tip ups out, every other hole from shallow to deep. Then start jigging the holes in between them with the Vex. If i have flags go off and not hooking the fish, sometimes light biters. I will take the tip up out and jig the whole.
I don't rely on tip ups but they can give you some great added information. Just like the Vex. I should say most of the time jigging will out fish tip ups for me. Unless you are at FT Peck in Montana about the only way I have caught eyes there is on Tip Ups. I have jigged there until my arm has fell off without much luck!
