missing parts on the carb will do it.  Is the 2hp the kind that comes with a non-adjustable carb??  If it starts fine in warm garage but won't start in the cold, the jets are way off.  The missing linkage could be the problem as they usually connect to a butterfly valve that regulates the air flow into the carb.

mine is a 1989 model ,it is adjustable . missing the spring that connect the butterfly valve. how many springs are there suppost to be . i only have one  ???

 one spring from the throttle lever to the governor...there is a captive spring on the lower part of the throttle shaft.. but it only serves as a spacer and not a return spring.... during real cold weather if you hold the throttle wide open upon cold start ( full choke) the engine will start much easier...

for those that are interested... Zam make a replacement carb for this motor... all metal body and fuel inlet vrs. the plastic inlet and pump body covers... the carb is also adjustable...where the original ( newer models) were not..

I know it's not a true fix to your problem but my friend has an old Jiffy and it rides in the back of his truck without a cap.  What he does is he got a mover's blanket and wraps the auger head with it to keep it warmer.  When I asked him why he does that he said not only to keep the road grime off of it but it starts easier if it's warmer.

well i rebuilt the carb and fixed the cold hard start problem. now i start it and it idles nice but it bogs down with throttle under load till it gets warmed up .
is this normal? my carb only has the idle screw and high speed ( the one closed to the block ) the other is a plug screw. when i pulled the plug out after running it for while the plug looked damp .

Well that's good to hear. The way to tune your carb is warm your engine up all the way (drill a few holes), and then you can adjust the carb. It might be easier with the blade cover on. Hold it wide open, and turn the high speed screw in until it smooths out. Then turn it out until it just starts to blubber. I'm not sure what a plug screw is, is it a low speed or idle screw? Ideally after a few fishing trips the spark plug insulator nose should be dark brown.
