After reading all of this, I think you all unknowingly agree, it is just being worded in different ways.  It seems the logic is the same, the terms are just being swapped around.  When you have a cold Windchill you have Wind, so the Wind causing the Windchill is transferring the heat away from the water surface.
Real fisherman don't yield to the weather.

LMAO...if everyone was saying the same thing we wouldn't have the long discussion.  There is a background to this discussion as it was on the Michigan board earlier this year and someone was again sure that windchill caused water to freeze.  It only took about 100 people telling him he was wrong before he finally grasped the concept.   Bruce (crappie66) has it right in it's simplist form and windchill should never be mentioned as affecting water, because it doesn't
