Haven't done much perch fishing but you might try a tiiiny little jig with a maggot on.

I use a small jighead with shrimp or minnow.  You'll need a bobber most likely because you have to time it right. They aren't really aggressive. You have to let them take the bait for awhile. Don't jump the gun and let them take it.

havent gone for awhile but you can also tear up a saltie in half or thirds depending how big they are and use it on a small jig, always seemed to work for me

Lake Manitoba is the place to go for perch, Where is best does change abit, but you probably will do well anywhere around the South basin of the lake where water flows in (creeks/drainage's) you don't have to be close though, a mile of two out is good. And be mobile, if you don't catch soon, move.

A jig and a piece of salty is what I use, a small flashy spoon is good to with a small piece of bait, or a jigging rap/small darter.

The bite tend to get better later in the season, February/March, once the sun gets a bit hotter.
