Depends on what fish you are going for, ice thickness, snow cover, etc.   I usually have best luck when it is sunny but that is because I mostly go for lakers.

to be honest i don't know one sunny day with no clouds at all last year my friend and i jigged up 50 lakers in about 2 hours in one spot on a big flat not one fish was keeper size(23'') then we movd into a little deeper water and caught only a handful of fish but they were bigger i'v also done well in the same exact spots on cloudy days and its gone the other way to its frustrating just when you think you'v got them figured out  guess again so your guess is as good as mine

I think cloudy whether is more conducive to catching fish. It's normaly cloudy when there is a front moving in. Whether high or low the change in barometric pressure gets them to feed more aggresively. And sometimes before that front moves in you'll get your picture perfect days. Not that I am a weather man. It just seems to hold true where I fish.

i do good in both... do the best on walleyes when it is partley cloudy..

for me its best when its partly cloudy and then about even cloudy and sunny
