Title: Baitfish Laws

The regulations list Goldfish as baitfish in Nebraska can a person buy Goldfish from like a walmart to use as bait or do I need to find a bait dealer?

Yup, that is what we do when we run lines on the canals.  Get them at the fishy store or some bait shops carry them.
