Tip ups with a current

I was fishing on a river this past weekend that the water was running pretty good on. How do you rig a tip up in these conditions? Alot of the locals were running crappie rigs and catching fish. We ran a single hook with split shot above the hook about 10 inches. The water was running hard enough in 16 FOW you had to drill a hole 5 ft away to mark your jig using 20 degree ducer.

When ever I fish rivers I am always hitting spots with breaks in the current; bridge abutments, snags... I think that if I was going to fish in fast current I would use a dropper rig and hook my shiner in the nose... It would look like it was just swimming along in the current.
