Toms in Shelton or Fishermans paradise in Milford both have shiners and less than 30min from Seymour. I work in Seymour and trap my icefishing bait from area rivers and ponds
Go big or go home

As Ed said, Tom's in on Route 110 in Shelton has live shiners. Closest option to Seymour that I know of.
