Any ice fishing on these reservoirs allowed? Are permits needed? What can you tell me about them? Thanks.

These resivoirs are used for NYC drinking water. They are connected to the other resivoirs in westchester and putnam counties. The water level is constantly changing depending on where the water is needed and this causes unsafe ice all the time.
Even if they said ice fishing allowed--- THEY WON'T, but I still would never go on the ice there again.
