As far as I know, it follows the same rules as any of the State Parks. For a definitive answer, I would call the State Parks office.
Honestly, I would be surprised if Pueblo had ice that was safe enough to fish on - during most years, only parts of it freeze for about a week out of the year (that's why all the boats are still in the docks at the marinas). This year, the water level is on the rise (thank goodness) so I wouldn't even think about ice fishing it.
Per the conditions report (published today) on the parks website, both boat ramps are open and the lake is open to boating.....
