Tip Up Reel

Is it better to have a reel like this to look in the water or a reel with a t-bar?

It is really a personal preference either style will catch fish, the style in your photo is better when there is deep snow cover on the ice as the sprung flag will be more visible depending on the tip up size. The one drawback is that you have to look down the hole to see if fish is running with your line. In weather cold enough to freeze over hole you can not see spool. The T-bar style tip up sit closer to the ice surface and have shorter flag staffs ,which make it harder to see sprung flags at a distance or in deep snow. The advantage is you can see the t-bar spinning if a fish is taking out line.
 You do not want to try and set the hook on a running fish  it is hard to get a good hook set and you may snap your line. Check your local regulations and see if some thing called a quick strike rig is legal in your area. This rig allows you to set the hook with fish running and usually results in hook set in corner of fishes mouth.
  As long as your spool is under water you do not have to worry about line freeze up.

if reel is in water we use a gaf to spin some line off the reel  then pick up the tipup then set the hook
