I've done only a few jigging trips in CT for walter. The rap has been the most effective for me, but I'm biased as I caught hundreds on the rap in NY. Also have had luck on Buckshot spoons, 1/4 oz, green flash, and Slender Spoons, 5/16 oz brass. Generally tip it with a shiner head.
Best tip I can offer is if they are interested, don't try to feed it to them. Normally keep the jig 3-4 feet off bottom. Keep it 1-2 feet over their heads when they show and keep jigging until the strike. Gently raise the rod as they come up. If you let them get a good look it's almost always no bueno. Aggressive jigging works in the winter, bang bottom and snap it from time to time to get attention.
