Not sure why the wouldn't be?  I have several home made ones and they work great.

Nothing in the regulation book says they are unlawful if you read the book.

They are pretty neat little things.  Much more fun to reel in fish rather then hand lining.  I always put mine in the hot holes.

On jaw jackers website they have a listing of states where they are legal and illegal.  Pa is on the legal list.
