just can't figure it out

so far this year i have gone several times with my friends, and have been unable to connect with a burbot. we are fishing at night, with dead smelts and shiners on the bottom in 10 to 25 feet of water, any suggestions.

Where are you fishing?

Jbarker:
I have been catching mine in 15 feet of water with live shiners deadsticked on a lindy super glow jig. Pretty much anything that glows will catch them. I actually got my biggest one on a glow jigging shad rap with no bait.
