Out of state ATV use on the ice

Planning on a trip to Devils Lake and wondering what special requirements are out there for using an out of state ATV on the ice.  Not any trails, just from the parking lot to the fishing spot.  Special permits, registrations, licensing requirements?  Thanks in advance for any input.
