Ice fishing Vermont

I’m new to ice fishing Vermont. I want to make sure I understand the rules before venturing out on the ice. On the VT Fish & Wildlife site, Bullhead Pond in Manchester is listed on ice fishing table 8. Does this mean it’s open to ice fishing anytime there’s safe ice? Table 8 shows trout as CLOSED to ice fishing. Given that Bullhead is stocked annually with brook trout, what does this mean for ice fishing there, or other VT ponds that are trout stocked?
