my understanding is they went through in an area that large pieces have been removed all year by dive teams practicing.  Those areas have been roped off as well as all along the boat club docks.  They were not people fishing but idiots blowing donuts who have been a nuisance all year.

Just to clear things up....the ruck was no-where near the boat club docks. The truck was on the "road" when he went through. Just a soft spot in the ice from the sun beating down on it all day. The car was near the holes that the FBI had cut a couple weeks for dive training and had roped off after. The car did not go through the rope into the hole but it did go through near near the hole.

But yes...in the sake of the car, just some high school kids out doing donuts. (which I did plenty of times in HS)
