Yes, you can fish for whitefish. They are not regulated at all on Champlain so there are no size or creel limits, and you can fish for them year round.
You can find the Lake Champlain ice fishing regulations on Table 9 here: https://www.eregulations.com/vermont/fishing/tables (https://www.eregulations.com/vermont/fishing/tables). A bunch of Vermont fishing regulations are changing on January 1st, but Lake Champlain is mostly unaffected.

I fished often lake Champlain on ice in Vermont. But I don't have White fish in my species catched in this lake. 😉

One thing to consider is the locations thw whitefish will be are generally where the most dangerous ice conditions exist (deeper water) with some exceptions...
