Yes there is a public launch on the east side of the lake about  1/4 of the way up from the south.
There is also a nice hole in the middle of the lake right off the point on the east side.

I did a little fishing on Cedar over the New Year, there was about 6-8". I didnt see anyone fishing at that location. Everyone was at the south end. Only caught a couple of perch but wasnt out for that long.

This isn't cedar lake, but if you're into pike you'll love this hole.

When you get into town in oscoda, you'll see "The Hilltop Bar".  Park around the bar and head down the steep banks to the shallow channel.  BE CAREFUL and don't attempt this with early ice.  The ice never gets past 4" thick anyways, so wait until it's absolutely safe.  Get into the channel, light a fire on the other bank and set up you legal limit of tipups with large shiners on plain treble hooks about 3 feet deep.  You WILL catch some nice pike and get a workout running to your flags.
Have fun and stay safe!

Edit:  Chances are you'll run into only 2 other fishermen.  An old man named "Doc Wheeler" and my dad.  And they'd probably curse me if they knew I was posting their favorite hole.  ;D
