Trying to post a pic...no luck

I looked through the help menu and it says that you can attach pics by using the browse feature but I can't find it.  I also tried to do it by clicking on the insert image icon and still haven't had any luck.  Any suggestions?

The picture I want to post is on a cd-r and it's aslo in My Pictures on my computer.
