I get the majority of my eyes in shallow water ...4FOW or less. I set up in open pockets in the weeds. They come in to feed at dark. Usually just big girls full of eggs. I use buckshot rattle spoons to call them in with a minnow and 3" emerald shinner on a tip up with in 4 feet of rattle. They will hit both.  Fluro leaders too.  I keep talking quiet and foot thumping to minimum but radio is playing. FT

When set up for sight fishing pike I have a lot of eyes that come through in 4 foot and less.
