For open water my two favorite lures are a curly tail grub about 3" long on a 1/4 ounce jighead, and a tie between a lipless crank and a rebel wee crawfish.
For ice fishing, I will almost always use swim baits. A #5 jigging rap is my favorite. Gold or Orange color.

I like a chartreuse and orange 1/4 oz jig (3/8 or 1/2 oz in fast river water) tipped with a 3" frozen salted minnow.  That's my most successful lure for walleye.

Hey elkman, Cabela's has the chubbydarter. However, they tend to be a little expensive although I bought several myself. Haven't had a chance to use them as of yet. Hope this helps.

I ordered 2 of the chubby darters from Cabelas yesterday. They are spendy at 16.00$ for 2 with shipping but if they catch walleye then they are worth it.Got one in dace and one in perch. Both are 1 5/16.Hope they work!!!!

Silver and blue Acme castmaster, about 1/4 oz size, tipped with both halves of a fat head seems too work well also. It would probably be easier asking what the best beer is. :D

How about that williams wobbler, silver?  Works great for me.  I put a glow in the dark eye on it near the hook and either use whole minnow or just the head.

Another vote for chubby darters.  I've developed confidence in these and it may be a selffullfilling prophecy now.

For open water i LOVE bouncing jig heads with softplastics (twistertails, leeches, grubs) but through the ice virtually always on tippys with minnow

Hey Elkman the closest place that has them around Casper is Walkers VP in Shosoni. They were Around 7 dollars there. I got my others off of the internet but I would definitely check at Walkers. I even catch trout off of them so it is a very versatile lure.
