rattle spoons in shallow water ?

Do rattle spoons like the lindy rattlin flyer a vmc rattle spoon attract fish such as yellow perch in shallow water or do they scare them off ? would you use them in shallow 5' - 6' of water ?

Always have a rattling lure at the ready ...fish it high so can be seen from a distance in shallow water.
