How do you guys catch lakers on tipups?

I rarely catch a laker on a tip up. I am fishing right near where i catch tons of them jigging.  How do you guys get lakers on tip ups? Where I'm from, you can't use live bait.

HELP
if anybody from michigan will help me out with the lakes and stuff up here I'd really appreciate it since I'm new to the area.

Dead smelt or dead suckers on the bottom. Somtimes I think they actually like the dead bait better.

how large of a smelt or sucker do you usually use?
