Iceshanty Tourney?????

Why does the tourney end in February?? The best fishing doesn't start until march and for those that don't have digital cameras they have to get film developed and scanned before they can post. If I were to say I have a certain sized fish before the deadline, give exact measurements can I post pick a few days late??? Just want to clear a few things up.

OH yeah forgot to ask does the picture have to be taken right away or can the fish be frozen? I caught a pike at around 9 am and waited to see if I would get a bigger one but didn't so the pike was a little frozen when I took picture.
