According to the ministry's website, you are not allowed.

yes we can use dead shrimp,
ministry sent me this..i've look at this a dozen times but never scrolled down because....under the heading 'dead baitfish' it says zones 1 to 29 dead fish are prohibited..what the fuk is the point of putting that box there when there exceptions in almost every zone blah

prohibited species is basically anything you can catch in lakes, like bass or salmon parts. But i'm assuming you can use corn, shrimp or hamburger meat so long as it ain't on the list of 'prohibited species' or live minnows. zone 6 seems good to go !
