Do some tipdowns count as rods?

I've never seen this covered in a tip down thread. Since some of the tip downs out there have rods and a line holder does the tip down count as the number of tip ups or number of rods you can use in any state? In Ohio I can use 8 tip ups and two rods. So can you use 8 tip downs and two rods???

check with the wildlife dept.  There was a question about arctic warriors in NY and the answer was, if there is ANY type of indicator other than the rod or reel to let you know when theres a bite, its considered a tipup, including attached flags, bells, and lights.
