Small minnow with hook through the lips
Small minnow with jig through the back bouncing off the ground

Do you guys have any better rigs and technigues for pulling in some Perch...

That rig looks good.  The Northland Forage minnow is my go to Perch lure, Glo Chub color tipped with Spikes.
