Anyone have any good tips or spots for champlain smallies? I was thinking that maybe the Gulf Island Reef might be good (just northwest of butler island).

I haven't really had very good luck for smallies in the winter...Where do they go?  I have caught them right around ice out while fishing for pike...I have set tip ups in a lot of differrent areas with not really much luck...the shoreline I live on which is loaded spring, fall, and summer and in areas where you catch pike.

Now if you wanna catch smallies through the Ice I would suggest Lake Carmi, everytime i go there we always get a few with other fish in the mix as well.

If you check the F&W regs. I think you'll find that Bass season on Lake Champlain ended Nov 30 and won't open again 'til second saturday in June.  There are some inland lakes with open season on Bass starting in January , again check the regs.
