tough bite = small tungsten + plastic and I don't usually go with any meat on this rig either!

If they don't want to eat, then no bites. Hard to beat a tungsten jig and a spike or 2. Smaller the better when the bite is off.

The tiniest of them Hali Jigs and the Little Atom Skimpies plastic or one spike. 

If I was prepared for it, I would just fly tie one tentacle from a tube onto a tiny #14 Daichi trout hook.  That's where having fluorocarbon weighted line helps with the forever sink rate.

deadstick small vertical black jig with red plastic tapered tail sticking out horizontally on sensitive spring bobber rod....
if you're marking fish by your bait and think they're not biting a sensitive spring bobber will tell you otherwise....

Downsize (this is normal for any slow bite) dropper rig, very limited jig action. If there is high pressure system over about 30.7 go deeper. I have found that a low or high are mediocre fishing............fal ling and stable barometer always better for fishing.

I add a white plastic with wiggly's to my jig and tip it with a grub.  Last Sat was a tough bite to start until I added the plastic.
