Cusk lines or tipup?

I came across some of these today at a yard sale. Looks like a couple have been used, bit there were a few that were wrapped up in old paper and appear to never have been used. Also, for those who are familiar with them, can you tell me how they are rigged up? Value?

maybe some kind of vertical tipup? someone posted a video of setting a cusk line and I don't think that is what this is.  Someone told me that they had seen something like this at a sportsman's show and it's a tipup but had no other info.  Anyone here have any info as to how it is used? the thing has a weighted tripping mechanism
