the  brook silverside  has 2 dorsal fins  this  bait fish has  one

https://nas.er.usgs.gov/queries/FactSheet.aspx?SpeciesID=318

you can  clearly  see this  also the  head is  shaped  different

but i  am  changeing  my mind on it being a  emerald shiner  because that  dorsal fin is back to  far after  careful  examination and google  4 heinekens  i have determined this  is a emerald shiner brook silverside spearing hybrid ......... end of story
The front fin is under developed in the Brook Silverside (observed in the photo you have)and laying down in the photos.  heads look pretty similar to me.  It is a Brook Silverside right down to the ground
When the going gets weird the weird turn pro.

What is it ?

This one was about 2 inches long and came up out of water when I drilled a hole.  Have seen them before but not in such numbers

Well after much deliberation and careful examination I would have to say this is a very distinct and close relative of the Niagara shiner making it a buckeye emerald shiner hybrid and most of all it is bait that will catch fish.
Disclaimer:
I make statements based on my experiences in the location I fished only. Check ice conditions for yourself.
Stay safe. Tight lines.

I'll go with Emerald Shiner, AKA, baitfish or minnow...!

x2 - totally looks like a dead emerald.  Seen enough of those coughed up from fish I caught.  I also agree it looks like bait!  Throw it on a hook and fish it!!!

Been seeing them in holes from Braddock's Bay all the way to Sodus.
