Are Sullivan tipdowns and Jawjackers legal in minnesota?

I think the tip down would be legal, however from their website jawjackers are not;

tipdown is legal because it is just a rod that tips down as the fish pulls the line, no spring that sets the hook. Jaw jacker is not legal as it is considered a spring device per Minnesota statue.
