The trout I catch in early winter in the shallows are usually filled with water boatman and snails. I tied what was essentially a upsized prince nymph with peacock herl body, rubber legs and black back on a tungsten jighead to mimic the water boatman. That along with a brown micro leech tied with brown squirrel strips have been very effective in the shallows.
