I feel like every bait shop has smalls, I'm sure you tried Barry's.   I've bought them from Fin and Feather in Upton, Jerry's bait and tackle in Milford, Lunkers in Ashland, and Keith's tackle in Millis over the last couple years. Not sure what they have now but give them a call. Alot of shops get bait on friday so maybe they can order some for you

Same thing trout love them. Rosie’s are red and pin heads are small smalls. Granby pair has the best bait in my area he is the supplier for all the shops around he has I think 10 different sizes plus big baits

Ive been getting small and rosies from Brookridge Bait Shop this year, he's just over the Sturbridge line in Brookfield, MA

Owner is a real nice guy. You can Text or call his business phone 508-728-8366 he is also on FB, He is a scooper not a counter so he'll usually give you a little more than you pay for.

He responds to text and calls quickly.

What about the china lady in Webster? I think it’s called northeast bait. Can anyone confirm the name?

Try Hillside in Webster? Chung’s Son in law runs it now and he usually has good bait. Barry’s in Worcester doesn’t have any?

If you do drive to Barry’s , there’s a place call All Fish Aquarium and Bait. I’ve only been there once but I was looking for pike bait which he didn’t have. It’s about 2 miles down the road going east on route 20. Worth a shot if you try Barry’s. Can’t think of that many inland bait shops that close together.

There is K & S in Barre on Rt. 122 978-355-6513.  I haven't been in yet but last year he had Rosies and smalls.  I would defiantly call ahead, to check on hours.
