Whats the best way to jig for smelt? Please help.

Used to kill them up Lake Champlain with a very small (I think #2) jigging rapala baited with a pinhead.  Small swedish pimples also work.  Just drop the lure to the bottom and jig all the way up until you find the depth they are holding at.  They tend to move in large schools so when you hook one, you will probably end up with a bunch.  Good luck!!!
