you gotta find a pond or lake with some smelt in it that you can fish for the trout you are after.  it is illegal to transfer smelt from one body of water to another.  you have to catch them where you will be fishing.  where we get em you just gotta find what depth they are at.  you need a jig stick with an extremely light tip so you can feel the smelt bite.  we normally use the tiniest jigs we can find and put maggots on the hooks.  you gotta comb the water chart for em.  start low and if they aint there move up.  when u do find em u keep going right to that depth.  good way to locate them is to go where all the shanty are
My dream is clear, it involves fishin' n beer

I've always had good luck jigging smelt with a white #2 swedish pimple with the "ice crackle" finish on it, tipping the treble with spikes. VTtrophychaser is right on finding them, start right on the bottom and work your way up in the water column until you connect. They've got them in Peacham pond, Waterbury Reservior.

Lakers will hit anything if they are in the mood.  Smelt works best, but any bait that is not too tough (like big pike bait) will work.   Try jigging for them, silver or chrome jigs or white tubes seem to work the best.  They are a blast to fight on a jig rod.

I jig smelt with two small baited hooks about a foot apart, with a big chrome sinker. You need to get your bait down there fast to take advantage of the school.

No, you can't transport any live bait

Ditto on no bait transportation.  May want to try suckers.  I use them in Lake George for lakers (no smelt allowed) and the lakers eat them up.  However, smelt still works best.
