Tip Up Freezing up

I have an Artic fire tipup that seems to freeze up when it has been out for a couple of hours.  It is the kind of tip up that is similar to the truss over the hole with the reel below the water line.  Last time I brought it out of the water it was so froze up I couldn't turn the bottom part at all.  Which means a fish couldn't trip the flag.  Is there a way to grease these or is there a seal out.  I can see grease by the top of the reel that I don't remember being there before.
