I just installed a new carb on my Jiffy White Lightning model 76...It fired up right away on full choke...it is revving quite high..L and H adjustments have caps on them which do not seem to want to come off? Wondering if my problem could also be the governor (installed incorrectly) ? Any tips on adjusting would be greatly appreciated!

New one says ZAMA...old one was Tecumseh

The manual he is linked is for a 3 hp. I assume you have a 2 hp not sure if carb is the same. B&B small engine is probably who you need to talk to guy is awesome there.

Verify your connection to the governor is done correctly. I installed a carb kit on my TC300 and when I put it back together I installed the governor wrong. It idled really fast. Once I got it put together correctly it worked without any adjustment!

Good luck!
