No ice a good thing if all the rain this week was snow?

If there were normal wintertemperatures this week most  of Pa would be buried in 12+ inches of snow. At least there isn't 3 inches of ice that wouldn't have a chance to get any thicker. Then if there was a warm up you would  be dealing with lots of slop on thin ice.  ' MERRY  CHRISTMAS
