Might want to change some wording in the "General Rules" if that's the format !

 General Rules:
All Fish must be fresh-caught on the day of the tournament, during tournament hours, by regular fishing means (line and hook) (no snagged fish allowed). No frozen fish will be weighed or accepted for points. All fishing must be done on Oneida Lake (excluding any tributaries). All NYS DEC regulations apply. All anglers must possess a valid NYS fishing license. All local angling regulations for each waterway apply.

If DEC and Local Regulations apply, Tip ups / Tip downs are legal to use and if I remember correctly, they both utilize hooks and line ! @) @) @)

Here's an idea ... why don't you and your DSO crew start your own ... that way you can have it just the way you want.

(image just for coach!  ;D )
Ya but you yelled flag at me more than I noticed them!  :P  Only got a couple on those things.  Notice I have those thermal hole cover type?  When fishing areas like the pond or Big Bay where I hole hop ALOT while jigging I use those to cover the hole so the wind doesn't blow snow in and slush or freeze them up.
It also works well to claim a small area on very busy days and keep others from fishing my holes.  Sometimes (like when the dinks are very aggressive I don't even bait them. Just use as place holders.)  ;)

Was just busting on him   ;D

First thing you should have done is to get someone with experience to proof read the rules so there would be no discrepancies !
I'm just pointing out areas that could be a PIA should someone question the mistakes in the rules or push the issue if they should catch a winning fish on a tip up / tip down.
Each rule should be CLEARLY stated and in plain English !
You can't take someones money and then tell them they're disqualified if the rules don't CLEARLY state the violation.
  End of story !

REAL sportsman like.

25 or so of us showing up at 30 bucks a head adds to the pot....

Maybe 25 or so of us will show and just set up and fish but not enter...free lake and all...

Whenever there is a first time event there will be tweaking and learning. Stormy dont get defensive and cross eye dont dig so friggin deep. Ive been tourney fishing ing multiple formats since 1985. Ive run the lions derby 6 yrs  with an avg entry of 1700 peeps. If stormy says no tip ups or downs thats it. The tourney director has final say.  All i care about is this thing goes well. Set the personality differences aside for one day.

No sweat 315stickbow, I get his humor now  ;D ;D ;D ;D And I only yelled tip up once  ::) ::) ;D I'm too lazy to use them anymore, but in a tourney like this I would. Not sure why it wouldn't be allowed.....
