Crappy ice and the new cold temps

Will the crappy ice that still remains at LH., will this interfere with the making of good ice with the cold they got coming in Feb.? Will this make it harder to freeze?

It certainly won't make it harder. If anything it'll make it easier since the wind won't keep it from freezing up. As long as there isn't much snow in the future the ice should come soon.
