" The best time of the season" need a definition

I have heard on the forums many times " The best time of the season"  is coming, I know spawning time is coming so, does this make the sightings pick up due to looking for a mate, ( rut), and maybe cause more cruising then just hunger? If this is spawning based, what is the time of season this generally occurs, If I am way off about all of this , why is this the best time? I know bow hunters who only hunt the rut, because of more deer movement,, and am just wondering what is the time you absolutely are out there, thanks
