I've had great luck with small hali-jigs tipped with spikes.

You can catch them anytime of the day but Its best to fish during the dark with a lantern on the ice.  I have had luck setting up in 30ft of water but I dont think it matters.

Went for the first time for smelt a few weeks ago to Canadice....found them after dark stacked up to near bottom of ice....you need light rod 2# line and tiny hooks like #18 or #20...the fish the tree e are quite small but what a treat....I'd like to go back myself if I can talk buddy into it....good luck. Short distance from NE. Boat launch in 25-30 foe.
