If you going to Smelt fish in 2010 on Great Bay or its tributaries you have to register with NOAAF its free for 2010. In 2011, you will need to purchase a NH saltwater fishing license to fish anywhere in tidal waters (including for smelt in Great Bay).  This will replace the need to register with NOAA fisheries and you will no longer need to purchase purchase a NH freshwater fishing license to fish for smelt in Great Bay and its tributaries.  The cost of the NH Saltwater Fishing license will be $15.
